TRA official in 12.7bn/- loss case remains in custody


Almost a month after he was thrown behind bars, 28 year old Harun Lyson Mpande the former IT Manager at the Tanzania Revenue Authority (TRA) remains languishing in jail.
 
He is in custody for failing to meet the set bail conditions after he was charged with conspiracy to defraud and occasioning loss of 12.7bn/- to the government.
 
Mpande is charged alongside six other suspects including together TRA’s Customs Commissioner Tiagi Masamaki.
 
The prosecution led by Senior State Attorney Christopher Msigwa, assisted by State Attorney Diana Lukosi informed the court that the case was brought for mention and for a bail hearing. They also said as investigations into the case are still in progress. Resident magistrate Huruma Shahidi adjourned the case to January 27.
 
In December last year, Mpande appeared before the court for the first time and was remanded after he failed to meet the bail conditions, two sureties, one of them being a government employee, to sign a bond of 20m/- each.
 
Along with Mpande and Masamaki other accused are Habibu Mponezya (45), Manager, Customs Services Centre Bulton Mponezya (51), Manager, Customs Control and Enforcement, Eliachi Heriel Mrema (31), In-Charge of Azam Inland Container Depot (ICD), Khamis Ali Omary (48), Senior Customs Business Analyst, Harun Lyson Mpande (28), TRA Information and Communications Technology (ICT) Manager, Raymond Adolf Louis (39), Operation Safety and Security Manager at Azam ICD and Asharf Yusuf Khan (59), Manager, Azam ICD.
 
According to the charge sheet, it is alleged that between June 1 and November 12, this year, at an unknown place in the city of Dar es Salaam, the accused persons conspired together to defraud the government of the United Republic of Tanzania of 12.7bn/-.
 
According to the prosecution, the accused persons falsely represented that 329 containers held at Azam Inland Container Depot (ACID) were legally released after paying the related taxes, an assertion they knew to be false.  
 
The prosecution told the court that within the same period, by failure to discharge their duties in a reasonable manner, the accused persons caused the government to suffer a pecuniary loss of the said 12.7bn/-.
